Tomorr is a native of New Orleans, Louisiana with 14 years of economic development and infrastructure project management experience. Mrs. LeBeouf has worked extensively with Community Development Block Grant - Disaster Recovery (CDBG-DR) funds across various programs. Prior to joining Franklin Associates as a Sr. Project Manager, her primary focus was aiding small business recovery efforts after Hurricanes Katrina, Rita, Gustav and Ike with the Louisiana Office of Community Development - Disaster Recovery Unit and within the private sector after Hurricane Harvey for the State of Texas. Mrs. LeBeouf is a certified Economic Development Finance Professional. She possesses a Bachelor of Arts in Journalism from Louisiana State University. Tomorr has a Doctorate in Biblical Psychology and is a licensed Christian Therapist. She spends her free time volunteering with her local church, non-profit organizations and with the homeless community.
