Emily Harris-Shears joined Franklin Associates in 2024 with more than 12 years experience in program development and administration related to affordable housing development and ending homelessness. Her experience in government and non-profit settings includes person-centered program design, technical assistance to HUD recipients, Fair Housing education, stakeholder collaboration, and affordable housing funding strategy creation and deployment.
Most recently, Emily was the Senior Housing Policy Specialist for the City of Missoula, Montana. In that role, Emily implemented programs and strategies to meet the goals of the City's adopted housing policy, including the design of the state's first Affordable Housing Trust Fund and Voluntary Incentives Program for housing developers.
Emily’s commitment to social justice influences her work and has fostered a passion for design and implementation of permanent housing throughout her professional career.
